In compliance with the second paragraph

of your Excellency's letter of this date, I have the honour to

inform you that I take full responsibility for the neutralisa-

tion of the ten wounded Russians on their recovery, as the

matter has been settled at Chemulpo between the Japanese Com-

mander and the Captain of the "Talbot" empowered by me to act

for me.

I have been directed by the Admiralty to

do as I think best with the wounded, and having, as far back as

the 11th. instant, informed the Japanese Authorities that I

should consider them as neutralised, without any dissent from

the said Japanese, I accept their acquiescence, and am - as 1

have said - ready to take the responsibility should any question.
